What is it and Why do you need a Hand brake
A:
A Handbrake for a motorcycle is an extra brake master flip onto the left handle bar and used to engage the rear brake just like your right foot does. Handbrakes allow you to remove your right foot from the rear brake peg, allowing you to maneuver around the bike doing more acrobat type stunts. 
In these pictures youll see kirby on his 07 Kawasaki ZX6 using the foot brake, in the other picture you see Tneck on his Yamaha R6 doing tank dangler circle wheelies that wouldn't be possible to do with out a handbrake.

Q: What is a dual caliper setup?
A:
Different companies sell a setup that adds an extra caliper to the rear brake rotor, here is short video that shows some different examples on different motorcycles. Kawasaki 636
, Honda 600RR, Honda F4i with some riding footage from a few guys.
